This looks like a common case of a public servant who has power abusing said power. Look at how she wouldn't allow him to enter the roadway by walking and standing in front of his car. Crossing guards are ONLY supposed to stop traffic for students walking, not direct traffic. I have no idea why the police officer was even there, especially with her vehicle blocking the flow of traffic onto the side street.
